MPTS provides a fully integrated Assessor system with streamlined processing for increased efficiency.

Appraiser, appraisal, and personal property are just a few of the core functions provided on the system.

Secured Property

MPTS includes all of these features within the Secured Real Property module. Please see further down for Unsecured Property details.

Address Corrections

MPTS is equipped to update mailing address data for secured, unsecured, and supplemental assessments on the Assessment roll. Address corrections will be reflected on the tax roll for all secured, unsecured, and supplemental assessments. MPTS also performs standard system functions on the legal description file for assessments.

Business Attributes

Attributes for assessments designated as a business, both secured and unsecured, are maintained within MPTS. A series of resource tables with customizable parameters for each county drive business valuations. Counties with other aircraft valuation processes may also use the Aircraft interface to import aircraft values with up to 24 valuation components per aircraft. State-mandated BOE reports and files are created at end-of-year processing.

Exemptions

MPTS maintains a wide range of exemption information, including Homeowners, Veterans, Religious, Hospitals, Libraries, Museums, Public Schools, Cemeteries, Colleges, Boats, Aircraft, Government entities, and more.

Inquiry

MPTS displays a comprehensive view of Assessment information via the Assessor Inquiry screen.

Public Inquiry

General inquiry information is available through screens developed to restrict confidential Assessment information from the public while still providing general content.

Notes

MPTS facilitates notes throughout the system and implements appropriate security for Public/Private and confidential notes.

Ownership History

MPTS provides for the tracking and maintenance of all ownership information of real property transfers.

Remap Requests

When the Assessor parcel map page changes and new map books are created, the remap function gives parcels in an existing Map Book/Page the unique parcel number the mapping division assigns. The newly assigned parcel numbers are attached to all assessments linked to the original parcel. The parcel numbers that are inactivated are given an inactive status. Parcel splits and subdivision creation is easily performed in MPTS by copying existing parcel data from originating parcels to the new parcels.

Roll Assessee Maintenance

MPTS maintains the Roll Assessee file for secured and unsecured assessments as of the January 1 Lien Date. If a transfer occurs after the January 1 lien date, the system will retain the Assessee (old owner) as the Roll Assessee on this file. The creation of Roll Assessee thru the Transfer Process is an automatic function controlled by the system based on the Assessor Roll Year on the System Control File and the Event Date.

Roll Corrections

Roll corrections allow for adding, modifying, or removing data on the tax roll for all assessments. Corrections for escapes, changes, and refunds are applicable to both current and delinquent rolls, and notices for Changes to the I601 Roll and Escape notices can be generated and printed. All completed Roll Corrections are accessible for Auditor processing.

Situs Address

MPTS is designed to add a situs address or multiple situs addresses to an Assessment.

Transfers

The transfer process module is used to change ownership of assessments in the property systems. Change of ownership updates flow through the system to update Assessor, Auditor, and Tax Collector system files. This module also creates Special Supplementals for prior-year appraisals.

Unsecured Property

MPTS includes all of these features within the Unsecured Property module. See above for Secured features.

Aircraft

Aircraft attributes are captured. Aircraft may be valued multiple ways in the MPTS system. Aircraft may be included in the Personal Property (PP) or not; the County determines how they will process aircraft. Aircraft valued outside of the PP process are valued and may be input through automated value upload or individual value entry. Aircraft included in PP may be processed using the interface between the Blue Book Aircraft valuation software and MPTS, with up to 24 value components for aircraft. Counties with other aircraft valuation processes may also use the Aircraft interface to import aircraft values using spreadsheets with up to 24 valuation components per aircraft. State mandated BOE report and file are created at end of year processing.

Boats

Boat and vessel attributes are captured. Boats and vessels are maintained within the Personal Property (PP) module within MPTS that includes special depreciation factors for boats and documented vessels.

MPTS interfaces with Blue Book Aircraft valuation software. Counties with other aircraft valuation processes may also use the Aircraft interface to import aircraft values using spreadsheets with up to 24 valuation components per aircraft. State mandated BOE report and file is created in end of year processing.

Valuation allows automated enrollment of values based on AH531 cost data and annual comparison of home values for decline in value review.

Appraiser work queue

MPTS has an electronic transfer of change of ownership to appraisal queues.

The appraisal work que displays all re-appraisable work to be completed. Display option includes “Show All Work” or “Show My Work” based on user login. Selections can be made for CIP “Construction in Process”, Show Open Permits or Show Open Permits with no CIP Enrolled. MPTS is used to update values for secured and unsecured assessments for current and/or future year values.

Building permits

Building Permits enter appraisal queue automatically and tracks construction in process.
Electronic building permits updates enter appraisal queue.

MPTS provides the ability to load permit information from building and planning agencies within the county, and creates the supplemental assessment/activity to be worked for permits to be determined appraisable. MPTS also maintains historical data of building permits imported.

Sales Comparisons

The sales comparable module uses the physical characteristics of parcels to search for like properties based on the criteria that you set to run in the Sales Comp program.

Physical Characteristics

Physical characteristics are frozen at time of sale with sale comparison data.

The Sales Comparable program has the ability to capture comments and comparables electronically.
